If you have Microsoft Office 2010 or newer (not sure of earlier versions), there probably is a Picture Manager program that will allow you to not only organize your photos but also to resize, alter contrast and brightness, crop and some other things. Then you just go to the file tab and save it to your computer in whichever file you wish. It works quite well and then you can load the picture directly to the S&T post by clicking the "Choose File" button and find the file on your computer and then post it. You can add "Choose File" buttons by clicking on the Attachments + button and add up to five additional posts with each reply.
Windows Accessories/Paint works to resize your pictures also. So if you have a Windows system you can use Paint to resize your pictures as well.
