My dad made a circle cutter (many moons ago) using one of those el-cheapo school type compasses that held a pencil. He replaced the pivot-rivet with a screw and wingnut then fastened an X-acto blade where the pencil would have been. It worked for him and was cheap.

Here is a great tool for cutting circles from thin balsa (think wheel laminates, cowling firewalls etc) tissue for roundels and other circle needs along with knives, blades etc...
