Bestetti-Nardi BN-1, an Italian attempt at breaking records in the early 1940s.  It flew but was overcome by the war.  This model was Wally Farrell's, and decisively won the Double Trouble mass launch at WESTFAC last week.

I believe this is a Mark Fineman design, available from AMA plans service:
