Lower tenn is getting ‘model building’ weather these days...I WILL build this lil feller while it’s rainy and 40 degrees outside,

Sorry you've had trouble logging on to the HPA site and Plans Gallery. 

If you log on to HPA and have been able to view the Forum it should be simple to logon to the Plans Gallery.  It looks like you have the info down well enough.  The Mig 17 build information can be found here with a bit larger model, because the plans were enlarged to 27" span.  Click Here chapter 1 You should be able to find chapter 2 at this site as well. 

Here's the original plan I found on the site.  It's for the 30mm EDF.  This is not a beginner's plan!  Steve Bage has done an excellent job and shows his great skill.

I've tried again....I'm just not wavy enough to get passed all the usernames passwords super secret stuff.....ahh well....somebody on the instructions said if I didn't log in enough, the admin would boot me anyways...
If it's to much trouble, it isn't fun......

Your first time in the Plans Gallery you must sign in with a new username and password.  I suggest clicking the box "log me automatically next visit", it's a great site and great modelers there as well, many are members here also.

This model is to be built as a catapult launched model.  It is not designed for EDF. 

HPA has a free MiG 17 Fresco plan that is designed for EDF and has been flown successfully.  Click Here

You can join HPA free and once a member you can access their free plans.

What about this kit?...I’m not savvy enough to build from a 3D picture, I’ve built from this company and like their kits....this looks like a straight ductwork and maybe a cheater hole using the canopy opened up even.....???
